GSTN in fire-fighting mode; doubts raised by Service Providers on its readiness for 1st July

New Delhi, June 15 (KNN) One of the key promises of the Government for smooth roll out of GST has been that a network of GST Suvidha Providers (GSPs) would be created to act as a bridge between the GST platform and the tax payers.

However, with continuous changes in rules and regulations till the last moment, neither the GSTN nor the GSPs had sufficient time to adjust their systems, develop required solutions and test them. 

Situation is so alarming that during a review meeting held last Friday in Gurugram,  the GSPs have urged the GSTN to defer the date by which business taxpayers have to file invoices allowing GSPs to carry out testing and security compliance based on revised rules. 

A senior official in the GSTN said the backbone required for uploading invoices would be functional from July 1. GSTN line of thinking seems to be that from July 1 until August 10, only electronic details of GSTR1, which is outward supplies of goods or services, need to be maintained. GSTR2 return, which is to capture the details of inward supplies of goods or services, needs to be filed only after that.

GSTN has also advised use of GSTN’s offline tool, which is to be released only after July 1, to maintain invoices. Further, Taxpayers having small number of business to business invoices, like retailers and small traders, can do the data entry on (GSTN) portal itself.

In this environment, some GSPs/ASPs are attempting to make it easy for taxpayers.

Risersoft, an enterprise software solutions provider, plans to launch GstNirvana.com in time to allow taxpayers to maintain both inward and outward invoices. They will also be releasing a desktop tool that works with Excel Spreadsheets to help in invoice data maintenance.

Abhishek Singhal, Director Risersoft, told KNN that users can register now on Risersoft.com to be notified when the solution is ready. GstNirvana will take care of connecting to GSTN and exchange data.

Government has already released a list of 34 GSPs and another list of 50 is being readied. (KNN Bureau)
