Environment Ministry notifies amendments in Plastic Waste Management Rules

New Delhi, Apr 17 (KNN) The Ministry of Environment, Forest and Climate Change has recently notified the amendments in Plastic Waste Management Rules 2018.

According to the amended rules, the Ministry has prescribed a central registration system evolved by Central Pollution Control Board (CPCB) for the registration of Producer/importer/brand-owner.

For the process of registration, national registry has been prescribed for the producers with presence in more than 2 states while a state level registry has been prescribed for smaller producers/brand owners operating within one or 2 states.

Further, in a bid to facilitate ease of doing business for producers, recyclers and manufacturers, the rules lay down that any mechanism for the registration should be automated.

In addition, Rule 15 of the Plastic Waste Management (Amendment) Rules 2018 on explicit pricing of carry bags has been omitted.

Also, the phasing out of Multi-layered Plastic (MLP) is now applicable to MLP, which are “non-recyclable or non-energy recoverable or with no alternate use.

The committee on issues/challenges with regard to the implementation of Plastic Waste Management Rules, 2016 and solid Waste Management Rules, 2016 had been constituted by MoEF&CC.

The committee deliberated on the various issues related to the Rules and its implementation by various stakeholders and submitted its recommendations to the Ministry. (With PIB inputs) (KNN/YV)
