CPI Urges Lt. Governor’s Intervention for Textile Park under PM MITRA Scheme

Kailashnathan, urging his active intervention in establishing a textile park in Puducherry under the PM MITRA scheme. A CPI delegation, led by State Secretary A.M. Saleem, met the Lt. Governor to highlight the need for a textile hub, emphasizing that it aligns with the aspirations of the people and leverages Puducherrys historical legacy as a textile center. Puducherrys industrial landscape was historically shaped by its once-thriving textile sector. Iconic establishments like Anglo-French Textiles (AFT), Swadeshi Cotton Mills, and Bharathi Mills, founded in the 19th century, significantly contributed to the socio-economic development of the region. The textile mills became the backbone of the local economy during French governance. However, following Independence, two mills — Bharathi Mills and Swadeshi Cotton Mills — were transferred to the National Textiles Corporation in the 1970s to prevent closure. AFT, which had shut down for three years, was later taken over by Pondicherry Textiles Corporation in 1985. During its prime, AFT employed 7,500 workers and generated foreign exchange worth Rs 152 crore. Unfortunately, policy challenges and market competition led to the gradual decline of the industry. Despite its potential, successive governments failed to revamp and sustain the mills, resulting in their eventual closure. The CPI memorandum argues that Puducherry is well-positioned to benefit from the PM MITRA scheme, which seeks to develop world-class textile parks with integrated manufacturing facilities. Reviving the textile industry in Puducherry could enhance employment opportunities and attract investments. The proposal includes establishing a full-fledged textile value chain — from spinning to manufacturing — at a single location. The memorandum also envisions promoting fashion tourism, combining culture, creativity, and niche markets to further boost the local economy. The delegation welcomed Lt. Governor Kailashnathans recent visit to the now-defunct AFT premises as a positive sign of potential revival. However, it noted concern that the government may be exploring alternative plans instead of focusing on revamping the mills. The memorandum also highlighted MP K. Subbarayans meeting with the Secretary of the Union Ministry of Textiles, who reportedly assured support if Puducherry submits a formal proposal. While the Puducherry Industries Minister had previously announced plans for a textile park, no concrete steps have been taken so far. The CPI urged the Lt. Governor to persuade the Centre to include Puducherry under the PM MITRA scheme and prioritize the development of the textile park. Other members of the delegation included CPI Assistant Secretary K.
