&lt;p&gt;&lt;span style=&quot;font-size:14px&quot;&gt;The CCIs consultation paper outlines that average variable cost will generally serve as a proxy for marginal cost in predatory pricing assessments.&lt;/span&gt;&lt;/p&gt;&#13;
