Efficiency of District Courts and Tribunals Critical for UP's One-Trillion-Dollar Target

ENA State 2025-11-17 21:34:59 Meerut, Nov 17 (KNN) A roundtable organised by FISME and Meerut Citizens Forum on 16 November 2025 examined how judicial efficiency can accelerate Uttar Pradeshs economic growth. The event was attended by Shri Rajendra Agarwal (Former MP, Meerut), Shri Amit Agarwal (MLA, Meerut Cantt.), senior judges, lawyers, and leading industrialists. The discussion highlighted that economic growth is directly tied to the speed of justice. Findings from the Study for Identifying Strategies for Quadrupling Meeruts GDP show that strengthening the justice system can boost district GDP by nearly 2%, making judicial efficiency a key lever for UPs trillion-dollar goal. Participants noted that the state trails the national average in pendency and disposal, and that technology adoption in UPs judiciary is far lower than in leading states—especially in cause-list based case management, virtual hearings, and e-filing in District courts. It was also emphasized in the meeting that government litigation constitutes a major part of the total cases. Regular publication of department-wise litigation data is necessary to enhance accountability. The role of tribunals came into focus during the meeting. The importance of efficiency of Tribunals is critical for industrial activity, contract enforcement, and regulatory clarity. Many tribunals under the state government face serious vacancies and resource gaps, slowing economic decision-making, noted the joint FISME-MCF communique. Participants urged filling vacancies on priority and publishing real-time data on pendency and disposal to restore efficiency. The meeting concluded that judicial reforms are not merely legal adjustments; they are fundamental economic reforms that accelerate investment, protect contracts, and are therefore essential for realizing UPs trillion-dollar ambition. To take these issues forward, FISME, which is part of UP Economic Advisory Group set up by Honble Chief Minister of UP, will convene a state-level roundtable in Lucknow with policymakers, legal experts, and industry leaders. Shri Rajendra Agrawal, former MP, Meerut assured that he would raise the issues and recommendations emerging from the meeting at appropriate forum at the central government level. It was suggested in the meeting that a District Coordination Committee should be formed at the district level in which elected public representatives would be represented. Shri Amit Agarwal, MLA, Meerut Cantt., said that he would raise this suggestion at the state government level.
