India To Expand Refining Capacity To 309.5 MMTPA By 2030, Boost Clean Fuel Ecosystem

ENA Sectors 2025-12-02 17:16:19 New Delhi, Dec 2 (KNN) The Government has outlined significant expansions in Indias refining and clean-fuel ecosystem, projecting an increase in the countrys total refining capacity from the current 258.1 million metric tonnes per annum (MMTPA) to 309.5 MMTPA by 2030. The Petrochemical Intensity Index (PII) of public sector refineries is also expected to rise substantially from 4.1 to about 9.3 after the completion of ongoing and planned projects. In written reply to a question in Rajya Sabha, Minister of State, Petroleum and Natural Gas, Suresh Gopi, outlined several initiatives designed to advance the use of biofuels, green hydrogen, and liquefied natural gas (LNG). These include progress under the Ethanol Blending Programme (EBP), which targets 20 per cent blending and has expanded the range of feedstocks to improve ethanol availability. The Government has launched the PM JI-VAN Yojana to support the establishment of advanced biofuel projects, including Sustainable Aviation Fuel (SAF). To promote compressed biogas, the SATAT scheme is underway, complemented by initiatives such as Biomass Aggregation Machinery (BAM) and Direct Pipeline Infrastructure (DPI) to streamline biomass supply and link CBG plants with existing pipeline networks. Under the National Green Hydrogen Mission (NGHM), India aims to produce 5 MMTPA of green hydrogen by 2030. Efforts are also being made to enhance LNG availability through the development of LNG terminals, stations, and supporting infrastructure. According to the Government, cleaner fuels such as biofuels, green hydrogen, and LNG can support emission reduction across transport and hard-to-abate industrial sectors, helping lower overall emission intensity and advancing Indias transition toward a low-carbon economy in line with national and global climate commitments.
