Govt Strengthens MSME Payment Resolution With SAMADHAAN Portal & 161 Facilitation Councils: Shobha Karandlaje

ENA MSME 2025-12-02 18:49:30 New Delhi, Dec 2 (KNN) The government has implemented multiple initiatives to improve access to finance, ensure timely payments, and promote technology adoption for micro and small enterprises across India. Under the Credit Guarantee Scheme (CGS), the corpus of the Credit Guarantee Fund Trust for MSEs has been augmented by Rs 9,000 crore, enabling additional credit of Rs 2 lakh crore at lower costs. The scheme now offers a guarantee ceiling of Rs 10 crore with coverage up to 90 per cent for eligible loans. This information was provided by Minister of State for Micro, Small and Medium Enterprises (MSME) Shobha Karandlaje to the Rajya Sabha on Monday. To address delayed payments, the Ministry has implemented the SAMADHAAN Portal for monitoring outstanding dues, with 161 Micro & Small Enterprises Facilitation Councils (MSEFCs) set up across States and UTs. The Online Dispute Resolution (ODR) Portal, launched in June 2025, enables fully digitised resolution of delayed payment cases. Furthermore, the Trade Receivables Discounting System (TReDS) facilitates electronic financing of MSME receivables from corporates and government entities, with current eligibility expanded to companies with a turnover of Rs 250 crore. The Prime Ministers Employment Generation Programme (PMEGP) continues to support new micro-enterprises in the non-farm sector, providing margin money subsidies up to 35 per cent for project costs of up to Rs 50 lakh for manufacturing and Rs 20 lakh for services enterprises. The PM Vishwakarma Scheme, launched in September 2023, targets artisans and craftspeople in 18 traditional trades, offering loans of up to Rs 3 lakh with interest subvention of up to 8 per cent. Additionally, the Self-Reliant India (SRI) Fund has been established to provide Rs 50,000 crore in equity funding for MSMEs, including Rs 10,000 crore from the government and Rs 40,000 crore through private equity and venture capital funds. For technology adoption, the Ministry is promoting schemes such as the MSE-Cluster Development Programme with Common Facility Centres, Tool Rooms and Technology Centres, the Green Investment Financing for Transformation (GIFT) Scheme, and the MSME Champions Scheme. Compliance burdens under the Public Procurement Policy for MSEs have also been reduced, and the National Single Window System integrates central and state regulatory processes to facilitate approvals and clearances.
