ENA Sectors 2026-01-09 15:25:59 <p><span style="font-size:14px"><strong>Dispur, Jan 9 (KNN)</strong> The Ministry of Textiles on Thursday unveiled the District-Led Textiles Transformation (DLTT) initiative at the National Textile Ministers Conference in Guwahati. </span></p> <p><span style="font-size:14px">The programme is aimed at promoting inclusive and sustainable growth across Indias textile sector through a sector-specific, district-level development approach. </span></p> <p><span style="font-size:14px">Under the initiative, the Ministry plans to develop 100 high-potential districts as Global Export Champions and support 100 Aspirational Districts in emerging as self-reliant textile hubs.</span></p> <p><strong><span style="font-size:14px">Data-Driven District Categorisation</span></strong></p> <p><span style="font-size:14px">The Ministry undertook an assessment of districts using a data-driven scoring framework based on export performance, the strength of the MSME ecosystem, and workforce presence. Based on this evaluation, districts have been classified into Champion Districts and Aspirational Districts, with differentiated strategies designed for each category.</span></p> <p><strong><span style="font-size:14px">Tailored Interventions for Champion Districts</span></strong></p> <p><span style="font-size:14px">Champion Districts will focus on scaling up and enhancing competitiveness by addressing advanced infrastructure and productivity constraints. Proposed interventions include the establishment of Mega Common Facility Centres, adoption of Industry 4.0 technologies, and facilitation of direct export market linkages.</span></p> <p><strong><span style="font-size:14px">Foundational Support for Aspirational Districts</span></strong></p> <p><span style="font-size:14px">Aspirational Districts will concentrate on building core capabilities and formalising the workforce. Measures will include basic skill development and certification, creation of raw material banks, and promotion of micro-enterprises through self-help groups and cooperatives.</span></p> <p><strong><span style="font-size:14px">Emphasis on Purvodaya and Regional Convergence</span></strong></p> <p><span style="font-size:14px">The initiative places special emphasis on Purvodaya convergence in eastern and northeastern regions. These areas have been prioritised for tribal belt development, improved connectivity, and Geographical Indication tagging to position region-specific textiles and handicrafts in premium global markets.</span></p> <p><strong><span style="font-size:14px">Collaborative Implementation Framework</span></strong></p> <p><span style="font-size:14px">The DLTT initiative envisages convergence of government resources along with partnerships involving industry and academic institutions.
