Jharkhand Cabinet Clears Rules To Regularise Unauthorised Buildings

ENA State 2026-04-24 13:28:20 Ranchi, Apr 24 (KNN) The Jharkhand Cabinet has approved the Jharkhand Regularisation of Unauthorised Constructed Building Rules, 2025, paving the way for legalising certain unauthorised constructions across the state. According to Sunil Kumar, Principal Secretary, State Urban Development department, under the new policy, buildings up to 10 metres in height, limited to G+2 structures, constructed without sanctioned plans will be eligible for regularisation, provided they do not violate other construction norms. The move is expected to benefit a large number of property owners who have built structures without formal approvals.The policy will apply to both residential and commercial buildings constructed on plots of up to 300 square metres, reported Times Of India. Fees, process and expected impact Property owners will be required to pay a prescribed fee for regularisation, with a minimum charge of Rs 10,000 for residential buildings and Rs 20,000 for non-residential structures. An online application system will be introduced following the official notification of the rules. Once applications are submitted, authorities will scrutinise them, and buildings meeting all criteria will be granted legal status. The decision has been welcomed by industry bodies, including the Federation of Jharkhand Chamber of Commerce and Industries (FJCCI), which said the move could benefit nearly five lakh households. Industry backs move The national MSME body, Federation of Indian Micro and Small & medium Enterprises (FISME) has welcomed the decision of Jharkhand government. A large number of cities in India existed prior to the Master Plans. Secondly, the city planning has been deficient as they failed to foresee and plan for the commercial and industrial space in the growing cities FISME reports. The result has been the unbridled growth of commercial space which sustains the local economy and thousands of jobs. Therefore a pragmatic approach is needed to regularize these spaces which the Jharkhand government is trying FISME added. Aditya Malhotra, FJCCI president noted that the policy would not only provide legal ownership to property holders but also boost state revenues and support urban development. Officials emphasised that while the policy offers relief to many, it maintains safeguards by excluding structures that breach essential safety and planning norms.
