Development has to result in jobs; reforms must have concrete objective: PM

New Delhi, Jan 17 (KNN)  Prime Minister Narendra Modi who addressed the Economic Times Global Business Summit on various subjects such as economy, development, governance and reforms, etc said that development has to result in jobs, calling for it to be on everyone’s agenda.

Development has to result in jobs. What we need is not just more production, but mass production and production by masses. Development seems to have become the agenda only of the government. It is seen as a scheme. That should not be the case. Development should be everyone`s agenda. It should be a people`s movement, he said here yesterday, according to an official release.

He added that economic development cannot take a nation forward on its own. We need a society and economy which complement each other as also to take care of the poor, deprived and left behind sections of society, he said.

On subsidies, the ultimate objective should be to empower the poor, to break the cycle of poverty, and become foot-soldiers in our war on poverty. We need to cut subsidy leakages, not subsidies themselves, he added.

Referring to the economy, Modi pointed out that India is a 2 trillion dollar economy today, and asked if we can dream of an India with a 20 trillion dollar economy.

“The government must nurture an eco-system where the economy is primed for growth; and growth promotes all-round development; where development is employment-generating; and employment is enabled by skills; where skills are synced with production; and production is benchmarked to quality; where quality meets global standards; and meeting global standards drives prosperity. Most importantly, this prosperity is for the welfare of all,” he said.

Speaking about governance, he said the government systems suffer from two weaknesses – of being complex and slow.  He called for change that would make systems sharp, effective, fast and flexible with simplification of processes.

On reforms, he said they are not an end in itself. Reforms must have a concrete objective, said, adding that a major institutional reform is the move away from merely planning, to transforming India. The setting up of NITI Aayog is a step in this direction, he said.

Expressing the government’s commitment to achieving the fiscal deficit target announced in the budget, he said the consensus arrived with states for amending the Constitution to implement GST is a major breakthrough. This alone has the potential to make India competitive and attractive for investment, he said.

Not forgetting sectoral issues, the PM discussed the government’s initiatives towards Clean Ganga, the soon to launch national programme for PDS computerisation and other initiatives in railways and farming sectors.  (KNN/ES)
