New Delhi, Apr 30 (KNN) The Ministry of Corporate Affairs has said that the e-Form MSME can be downloaded from MCA 21 Company forms page from May 1, 2019.

E-Form MSME is used for furnishing half yearly return with the registrar in respect of outstanding payments to Micro or Small Enterprises (MSEs).

“eForm MSME (Form for furnishing half yearly return with the registrar in respect of outstanding payments to Micro or Small Enterprises) will be available on MCA21 Company Forms Download page w.e.f 1st May 2019,” the Ministry of Corporate Affairs said.

The Central Government had directed that all big companies, who get supplies of goods or services from micro and small enterprises and whose payments to micro and small enterprise suppliers exceed forty five days from the date of acceptance or the date of deemed acceptance of the goods or services as per the provisions of section 9 of the Micro, Small and Medium Enterprises Development Act, 2006 (27 of 2006), shall submit a half yearly return to the Ministry of Corporate Affairs stating the amount of payment due; and the reasons of the delay.

MCA had asked the companies to file a report in a particular format and also mandatorily cite reasons for the delay.

The form specified by the MCA asks for initial return of outstanding dues to Micro or Small Enterprises Suppliers; Total outstanding amount due as on date of notification of this order and Reasons for Delay in amount of payments due.

According to the Public Procurement Policy, it is mandatory for all Central ministries and departments including CPSUs to ensure 25 per cent of their overall annual procurement from MSEs including sub targets for procurement from the MSEs owned by women and SC/ST entrepreneurs. It is mandatory for them to make the payments within 45 days to the MSE suppliers. (KNN Bureau)
