Sisodia promises "end of inspector raj" and "single window clearance" in AAP ki Dilli

New Delhi, June 26 (KNN) Delhi will soon become the most preferred location for doing business because of ease and speed of decision making, Delhi Finance Minister Manish Sisodia said while presenting the Aam Aadmi Party’s (AAP’s) maiden budget. AAP also promised to put an end to "license raj", give emphasis to infrastructure development in the industrial areas, simplify process of getting licence and more.
 
Sisodia, however, did not make any major announcements in his speech towards facilitating 'Ease of doing business', he said it was a term that has been "loosely used and conveniently interpreted".
 
“Government has taken up the programme to simplify procedure for setting up of new business units in Delhi through a number of new initiatives.
 
Under the e- Biz Project for Ease of Doing Business, steps are proposed to simplify the process of getting license and other clearances hassle free for starting business,” Deputy CM, Delhi, said.
 
 
Sisodia said that seven services of five departments for grant of clearances have been clubbed and linked to the e-Biz Portal of Government of India and twenty two more services are to be included in 2015-16.
 
“This government will ensure the end of Inspector raj,” he assured.
 
 All industrial areas of Delhi will be augmented with infrastructure development including ensuring roads, water, electricity, street lighting, storm water drainage, sewage facilities and local STP(wherever required), the AAP’s budget said.
 
‘Ease of doing business’ is a term that has been loosely used and conveniently interpreted to suit the circumstances, Sisodia said adding that this government fully understands the contours and objectives of ‘ease of doing business’ and thereby an empowered committee has been constituted.
 
This Committee, among other things, shall review the existing licensing system and will suggest measures to simplify the process of issuance and renewal of licenses done by various agencies of the Government, including moving towards single window clearance system. The recommendations of this committee shall be submitted by 31st July 2015, and within next two months the implementation of the recommendations shall begin.
 
AAP government invited the traders and service providers to set up their place of business in Delhi and assured them that Delhi will soon become the “most preferred location” for doing business because of ease and speed of decision making.
 
To coordinate requests from International Organizations and other Governments of the World, this Government is setting up a cell in Finance & Planning Department, he said.
 
The Delhi International Cooperation Unit will act as a Nodal Agency for creating institutional capacity within our Government for developing external ties and to avail best of the technical expertise from around the world.
 
Wi-Fi is a major initiative in making Delhi a technologically advanced city. It has been identified in our interactions whether with the youth, traders, students, housewives or farmers in rural areas, that Wi-Fi is a fundamental necessity, Sisodia mentioned.
 
Recalling that AAP had promised the availability of free Wi-Fi to the citizens of Delhi, Sisodia pointed that the initiatives on this front began as soon as the party assumed office.
 
“In the first phase, free WiFi services shall be launched in all colleges and rural areas. For this, a budget provision of Rs 50 crore is proposed in 2015-16,” he said.
 
Further, with the view to bridge the gap between industry and academia, Sisodia said Incubation Centres will be set up in Universities and Colleges to promote research and development, to nurture new business ideas and technology and to convert these ideas into commercially viable products/services.
 
Delhi will be made an attractive destination for setting up of new ventures that will increase employment and business activities in Delhi, he said.
 
The Delhi government has even decided to act tough on commercial vehicles which come from neighbouring states and contribute to air pollution in the national capital.
The Aam Aadmi Party government, in its maiden budget proposed imposition of a separate tax on commercial vehicles for contributing to air pollution.
 
"I propose a separate tax for commercial vehicles entering Delhi from neighbouring states which contribute to the air pollution in the national capital," said Delhi Finance Minister. (KNN Bureau)
