New Delhi, March 21, (KNN) In the budget for 2013-14, Delhi Chief Minister Sheila Dikshit increased the allocation of improvement of civic services in the industrial estates from Rs 50 crore to Rs 150 crore.

“Industrial Estates have been facing problems due to lack of proper maintenance and provision of civic services. We initiated action in this direction by making DSIIDC ( Delhi State Industrial and Infrastructure Development Corporation), the single agency, responsible for maintenance of civic infrastructure in all the Industrial Estates,” said Dikshit.

“DSIIDC has started programmes to improve the level of civic services in some Industrial Estates for which we released plan funds of 50 crore in the current year. I propose to increase the outlay to 150 crore in 2013-14,” she said.

Chief Minister also said that this step would also create a conducive atmosphere for enabling implementation of foreign direct investment in retail.

Many of the MSMEs which often complain of poor infrastructure are located in the industrial estates areas like Okhla, which will surely get benefit from the government sop.

As part of the pilot project, the DSIIDC had planned for complete redevelopment of the area like Okhla Industrial Area Phase 3, which houses headquarters of several MNCs. Some of the senior executives from the multinationals said that despite the redevelopment programmes maintenance still remained an issue of concern for the travellers as roads are full of potholes, sewers and drains overflow during monsoons and the streets have no lamps.

The Delhi Chief Minister did not levy any new tax in the budget for the year starting  April 1 and proposed incentives for small traders ahead of assembly election in Delhi later this year.

Presenting 37,450-crore budget in the state assembly, she said “I am presenting tax free budget.”

Among the sectors, transport has got the highest allocation of Rs 3,876 crore followed by Health Rs 2,490 crore, Education Rs 1981 crore, Urban Development Rs 1840 crore and Water Rs 1,665 crore.

"Delhi is on track to grow at nine per cent compared to five per cent for the country...The per capita income of Delhi now stands at Rs 2,01,083. It has gone up by five times since this government came into power. In 1998, when we came to power it was Rs 40,060," she said.

The threshold limit for registration under VAT rose from 10 lakh to 20 lakh. “As a major relief to small traders, I propose to raise the threshold limit for Registration under VAT from 10 lakh to 20 lakh. As always, Delhi is the first State to do so,” said Dikshit.

This was Sheila Dikshit’s 15th consecutive budget. (KNN)
