US Finalises 123% Anti-Dumping, 126% Countervailing Duties On Indian Solar Imports
New Delhi, Sep 14 (KNN) The US Commerce Department has finalised steep anti-dumping and countervailing duties on solar cells and panels imported from India, Indonesia and Laos, citing dumping and unfair government subsidies.
Indian producers face a final anti-dumping duty of 123.04 per cent and a countervailing duty of 126.09 per cent under the Commerce Department’s determination.
For Indonesian producers, anti-dumping duties were set at 94.36 per cent, while countervailing duties range from 73.2 per cent to 173.7 per cent. Lao producers face an anti-dumping duty of 65.43 per cent and countervailing duties ranging from 82.03 per cent to 153.67 per cent.
USITC Decision Due In October
The investigation was initiated following a petition by the Alliance for American Solar Manufacturing and Trade, whose members include US solar manufacturers First Solar, Hanwha Qcells and Mission Solar Energy, reported Reuters.
The US International Trade Commission (USITC) is scheduled to issue its final determination on October 14 on whether imports from the three countries have materially injured or threaten to injure US domestic manufacturers.
If the USITC makes an affirmative determination, the Commerce Department is expected to issue final duty orders in November.
Latest Chapter In Solar Trade Dispute
The action marks another development in the long-running US dispute over solar imports.
The US first imposed anti-dumping and countervailing duties on Chinese solar products in 2012, after which Chinese manufacturers shifted parts of their production to other Asian countries.
The latest investigation targets solar imports from India, Indonesia and Laos as US manufacturers seek stronger trade protection against what they consider unfairly priced and subsidised imports.
