New Delhi, Jan 22 (KNN) World Bank's report on Ease of Doing Business is a very narrow report based on few responses of very specifically identified respondents from Mumbai and Delhi that too on specific case studies, said Ravinder, Director, DIPP, Ministry of Commerce & Industries.

He said this while addressing the 2nd Award for Responsible India BMOs organized in the national capital today.

He said that when the department was working closely on improving ease of doing business in India for the country’s sake more than the sake of the report.

“We need to improve on ease of doing business more for India’s sake than for the World Bank Report’s sake. We identified a parallel track which we believe that a significant portion of that has to be covered by the state governments and not by the central government,” the DIPP Director said.

He noted that the World Bank’s report in total has 11 indicators on which they study Ease of Doing Business in a country.

“In most of that we were in very bad shape, but there were only 2 factors on which we were considered to be good -protecting minority investors and getting credit,” Ravinder said.

“If we ask MSMEs, one would say that since when getting credit has become easy for MSMEs. As I said it’s a very narrow study based on few responses of very specifically identified respondents from Mumbai and Delhi on specific case studies,” he pointed.

So you will find that on a number of issues you can actually challenge the study, DIPP Director added.

India now ranks 130 out of 189 countries in the World Bank’s ease of doing business report, moving up 12 places from last year.

The Doing Business report records 22 economies worldwide with resolution times above 1,000 days and four of them are in the South Asia region, namely Afghanistan, Bangladesh, India, and Sri Lanka.

Last year, Pakistan was ranked 128 and Bhutan was 125. India was ranked 142, Afghanistan 183, Bangladesh 173. Last year, India was ranked 158 in starting a business, dealing with construction permits (158), Getting electricity (137), Registering property (121), Getting Credit (36) Protecting minority investors (seven), paying taxes(156), trading across borders (126), enforcing contracts (186), and Resolving insolvency (137).
