Ease of Doing Biz - Ground Reality Series III: Massive delays in getting approvals from Meerut Development Authority

Meerut, August 11 (KNN) What is the ground reality of ‘Ease of Doing Business in India’ could be best known from the experiences of the small and medium entrepreneurs in terms of getting clearances, NOCs, finance etc.
 
Getting map approvals for the factories is a big deal and a tedious process for the entrepreneurs. The process which should be just a click away usually takes 60 days. But in Meerut, the small businessmen have different experience.
 
According to the businessmen, their maps are pending since 9 months to 2 years with the Meerut Development Authority (MDA) despite getting all the required NOCs from different departments.
 
The entrepreneurs, who on the condition of anonymity fearing further delay in getting approvals, said, “Our maps are pending with the MDA since last 9 months. We have all the papers in place still they don’t give us the approval. Giving money to get the work done is very common.”
 
Another successful entrepreneur, who runs an industry in the city, said, “Meerut Development Authority is causing delays and putting obstacles in approval of building plans. Our plan is pending since 2 years with the MDA.”
 
The entire mess has stalled the process of industrialization in Meerut, he said adding that “Total anarchy prevails in the MDA.”

Some of the small entrepreneurs even went on to say that initially the juniour officials at the MDA, after failing to get theauthorities nod, encourage the businessmen to start the factories without the permisiion saying and later they levy heavy penalties on them.
 
Meanwhile, when KNN contacted the Vice Chairman of MDA, Rajesh Kumar, he deferred with the entrepreneurs who have been struggling to get approvals from the authority.
 
Kumar said, “We don’t take more than 60 days of time for giving approvals. If they have NOCs and their papers in place, then what can we do.”
 
Further he said, “We give approvals in the form of ‘By Chairman’, if they are not happy with us, they can appeal the Commissioner.”
 
Recently, there was news published in a local newspaper about fire in a sports good factory which was located on the top floor of a building in a residential area.
When KNN asked the VC MDA that how did the factory get the approval to function in a residential area or is it because the small businessmen are compelled to run their factories in the residential areas as they fail to get approvals for months, he said “This is nagar nigam’s job to look into this matter not ours.” (KNN Bureau)
