FISME Welcomes Haryana’s Rs 55,000 Cr MSME Policy; Backs Accountable Subsidy Disbursements

Chandigarh, Aug 10 (KNN) Haryana Chief Minister Nayab Singh Saini on Monday officially unveiled the Progressive MSME and Export Promotion Policy, 2026, aimed at attracting Rs 55,000 crore in investments and generating five lakh jobs over the next five years.

The policy was launched in the presence of Haryana Industries Minister Rao Narbir Singh, industry stakeholders and senior government officials. 

The announcement comes ahead of Haryana completing 60 years of statehood in November, with the government highlighting 60 major initiatives under its development agenda.

A key provision of the policy is a new online subsidy disbursement system. Enterprises submitting complete documentation will receive 50 per cent of eligible subsidies within seven days. 

In case of delays beyond the stipulated period, the government will provide interest to the enterprise within 45 days.

Rakesh Chhabra, President, Federation of Indian Micro, Small and Medium Enterprises (FISME), welcomed the provision, saying that while earlier incentives were provided without such safeguards, the interest provision effectively gives MSMEs a stronger claim to timely government support.

He also suggested that other state governments and the Centre could consider adopting similar mechanisms to ensure timely delivery of incentives.

Under the policy, eligible enterprises will receive capital subsidies ranging from 15 per cent to 30 per cent, subject to a maximum of Rs 4 crore, along with interest subvention of up to 5 per cent.

The government is also offering employment-linked incentives, with a provision of Rs 1 lakh per Haryana-domiciled employee per year to encourage local employment generation.

For first-time exporters, the policy provides freight subsidies of up to Rs 30 lakh annually for MSMEs.

To promote research and development, the government plans to support R&D centres with an investment outlay of Rs 10 crore, including a 5 per cent subsidy capped at Rs 5 crore.

Chhabra described the policy as a positive step towards attracting investment and strengthening employment opportunities, particularly for the youth of Haryana.
