MoMSME for making CLCSS more flexible, especially for SC, ST & NE MSMEs: Dr AK Panda

New Delhi, Dec 19 (KNN) The Ministry of Micro, Small and Medium Enterprises will make the Credit Linked Capital Subsidy Scheme (CLCSS) more flexible, especially for the SC/ ST and MSMEs in North Eastern Region, Dr. Arjun Kumar Panda, Secretary, Ministry of MSME told KNN India in an interview.

"Under Credit Linked Capital Subsidy Scheme (CLCSS) for certain sectors of the society, especially the Micro, Small Enterprises (MSEs) belonging to the SC, ST and the North Eastern region, we are not restricting to any particular technology. If they want to improve their technology up-gradation, we should be able to help them out," said  Panda.

The Ministry held a meeting on December 11 to discuss continuation of CLCSS)beyond 12th Five Year Plan. 

MoMSME is operating a scheme namely “Credit Linked Capital Subsidy Scheme (CLCSS) for technology up-gradation of Micro and Small Enterprises (MSE’s). The scheme was launched in October-2000 and revised from 29.9.2005.

He said this on the sidelines of 15th Global SME Bussiness Summit here today.

He added, “We are trying to make CLCSS more flexible.”

“Earlier 51 sectors were there, we are trying to make them flexible now,” Panda said.

Talking about the Global Value Chain, he said that MSMEs are scattered in huge numbers everywhere in the country, if they can start integrating with the international value chains, this will really benefit them.

“MSMEs will then exactly know about the demand of international supply chain products, what is the quality and standards of those products,” he added.

Acknowledging that the MSMEs have unique products and they do a lot of innovation at local level, Panda said they will themselves try to improve their own standards and quality.”

Secondly, they will get good money out of it, he said.

“That’s how it will really help them,” Panda said.

He highlighted, “After the GST, there is the huge formalization of the economy which has taken place and the MSMEs are coming in a very big way to the GSTN. This is also going to help MSMEs.”

“We also have Udyog Aadhar Memorandum and now the government is trying to have this type of digital platforms for collaboration which will not just help international players but provide more help to MSMEs,” he added.

Talking about e-commerce he said, “There is huge potential in e-commerce.”

In-fact, many of the khadi institutions are coming under e-commerce platform, he said.

Panda said, “Even if we talk about government e-market place, which is essentially e-commerce platform, there is very large number of MSMEs registering in those platforms.”

Panda said, “And I am sure e-commerce will help MSMEs.”

    We would like to know that, Subsidy under CLCSS scheme is not being granted since 1.4.17 Is it going to be activated again??
