Regional MSE Facilitation Council to be formed in K'taka for recovery of delayed payments from buyers

Mysuru, May 20 (KNN) Government of Karnataka has ordered for industry facilitation council to assist small scale industries for recovery of delayed payment from the buyers.

“These councils will assist micro and small enterprises in the recovery / delayed payment of their dues from medium and large industries,  PSU ’s, state and central government departments towards the supply made to them which was effecting the working capital requirement and resulting in sickness and closure of small scale industries,” said Mysore Industries Association.

Welcoming the formation of Regional Micro and Small Enterprises Facilitation Council in Mysuru, Gulbarga and Belagam, MIA thanked the state Chief Minister Siddaramiaha, Minister for Small Scale Industries, Sathish Jharakihole and Industry Secretary Thushar Gininath.

As per government order, Regional Micro & Small Enterprises Facilitation Council will be headed by Regional Commissioner of Mysore Region, and the members are SBM Lead Bank Manager, Deputy General Manager of Karnataka State Financial Corporation and President of Mysore Industries Association and Joint Director of District Industries Centre will be the Member Secretary.

Some of the highlights of the facilitation council states are – All medium and large industries, PSU’s, state and central government departments shall pay within 45 days towards the purchases from micro and small scale industries; After 45 days they had to pay their dues including three times the PLR rate of interest on outstanding amount; The purchaser shall also mention in their annual balance sheet the amount of dues and interest payable to SSIs and SSIs can file complaint to MSE Facilitation Council for the recovery of their dues.

Presently only one council in the state headed by Commissioner for Industrial Development and Director of Industries and Commerce is functioning at Bengaluru.

Entrepreneurs from all over the state have to go to Bengaluru to file their complaints.

In the last pre-budget meeting, MIA demanded for Regional Industries Facilitation Council in Karnataka quoting six councils functioning in Tamil Nadu.

Formation of MSEs Facilitation Council is a gesture to SSI on the occasion completion of two years of Siddaramaih’s government.

Meanwhile, MIA is planning to organise an awareness programme on Delayed Payment Act 2006, Functions of Regional Micro & Small Enterprises Facilitation Council, Procedures for filing complaint in the Council, for the benefits of Mysuru, Mandya, Chamarajnagara, Kodagu and Hasan Small Scale Industries.
