U'khand notifies new purchase policy for MSEs, no pre-qualification condition

Dehradun, Apr 1 (KNN) In a major boost to the state's small industry, the Uttarakhand Government has come out with a new purchase preference policy for the micro and small enterprises (MSEs), under which all the state-based local MSEs will get purchase preference in case their tenders are within the range of 20 per cent of the L1 (lowest quotation).
The policy came out, after the government received suggestions and drafts from different industry bodies.
“All the suggestions we gave for the purchase policy have been implemented by the government,” President of Industries Association of Uttarakhand told KNN.
“One of the major issues the small industries were reeling under here was pre-qualification condition. Now there are only two criteria – quality and rate,” Gupta added.
Earlier, for the tenders, there were too many deposits like – security deposit, tender document fee, etc, he said adding that it has now been reduced to only 5-10 per cent of the costs they paid earlier.
Thirdly, in the various government turnkey projects, it will be mandatory for the company to purchase 30 per cent of the material from local MSEs.
The measure would benefit the state's khadi and village industry, particularly in the handicraft and handloom sectors.
Further, while making procurement from the local enterprises, the government will not seek information regarding the company's annual turnover. For this purpose, all the MSEs in the state will have to register with the National Small Industrial Corporation (NSIC) and get a certificate of quality from it.
"We are thankful to the state government for taking our suggestions. The measures would really help the MSEs here,” Gupta added. (KNN/SD)
