Govt Proposes New Guidelines To Standardise India’s Skilling Ecosystem

New Delhi, Jun 20 (KNN) The Ministry of Skill Development and Entrepreneurship (MSDE) has released a draft framework outlining a structured mechanism to identify and recognise permanent training institutions as Centres of Excellence-Skills (CoE-Skills) or Vocational Training Centres (VTCs).

The ministry has invited stakeholder feedback by June 28. 

In a post on X, MSDE Minister of State (Independent Charge) Jayant Singh, said, “I invite industry leaders, academia, training institutions and other stakeholders to share their inputs on the Draft Guidelines.”

Purpose and Scope

The draft titled ‘Guidelines for Empanelment of Skilling Centre of Excellence – Skills and Vocational Training Centre’, aims to address long-standing gaps in India's skilling ecosystem, including dependence on temporary training centres, inconsistent training quality, uneven infrastructure and misalignment between training outcomes and industry requirements. 

The framework is applicable to training centres operated by industries, government institutes, academic institutions, enterprise-enabling organisations and social organisations seeking empanelment.
Importantly, the empanelment process is intended to identify existing, permanent skilling centres rather than facilitate the creation of new ones. 

It will also be scheme-agnostic, meaning empanelled centres will not be tied exclusively to any single government scheme, and empanelment itself will not guarantee allocation of training targets.

Two-Tier Structure

The framework establishes two categories of centres. CoE-Skills will function as advanced, one-stop skilling hubs expected to deliver high-quality, industry-aligned training, conduct assessments, provide mentorship and maintain strong industry linkages across one or more of six broad sectors, including heavy manufacturing, infrastructure, logistics, MSME-focused light manufacturing, healthcare and digital or green skills. 

VTCs, meanwhile, represent a lighter-touch category meant to utilise existing permanent centres for outcome-based training in specific job roles, with the option to upgrade to CoE-Skills status over time.

Governance and Renewal

The guidelines propose a four-tier governance structure comprising a Steering Committee, Quality Assurance Committee, Executive Committee and Project Task Force, each with defined oversight responsibilities and meeting frequencies. 

Empanelment will be valid for five years, with renewal linked to outcome-based performance assessment, including indicators such as employment, entrepreneurship and progression to higher education or advanced skills.
