Aadhaar Biometric Authentication Required for Subsidised LPG Refills from October 1

New Delhi, Sep 21 (KNN) Domestic LPG consumers will need to complete Biometric Aadhaar Authentication (BAA) from October 1, 2026, to book refills at the regulated Retail Selling Price (RSP) with applicable subsidy.

As of September 19, 2026, 27.43 crore active domestic LPG consumers, or 89.9 per cent of the total, had completed BAA and do not need to repeat the process.

Consumers who have not completed authentication can do so during refill delivery through the delivery person’s Oil Marketing Company (OMC) mobile application, at their LPG distributor’s showroom, or through OMC mobile applications. 

Indane customers can use IndianOil ONE, Bharatgas customers can use HelloBPCL, and HP Gas customers can use HP PAY. Video tutorials for self e-KYC are also available on the PMUY portal.

Consumers who do not wish or are unable to complete BAA can continue to receive LPG without subsidy at the applicable market price.

They will need to register their choice through the OMC consumer web portal, mobile app, WhatsApp chatbot, IVRS or other available digital channels. Such consumers can receive 5 kg or 10 kg cylinders, subject to local availability.

The deadline for completing BAA was initially set for June 30, 2026. It was subsequently extended to July 31, August 7, August 15, August 23, August 31, September 7 and finally September 14, 2026.

Since October 2023, OMCs have conducted a nationwide authentication drive. More than 12 crore SMS and WhatsApp messages have been sent, while distributors and delivery personnel have contacted consumers who had not completed authentication. Camps and other outreach activities were also conducted.
The implicit subsidy on domestic LPG was around Rs210 per 14.2 kg cylinder in September 2026, compared with Rs721 in June 2026. 

The Government paid OMCs Rs22,000 crore in compensation in FY 2022-23 and is providing Rs30,000 crore during FY 2025-26 and FY 2026-27. Accumulated under-recoveries of public sector OMCs on domestic LPG exceeded Rs62,000 crore as of August 31, 2026.
