New Delhi, May 24 (KNN)  The government has imposed anti-dumping duty on solar cells imported from the United States, China, Malaysia and Taiwan in an effort to protect interests of domestic manufacturers.

The move comes after a probe was initiated into alleged dumping of solar panels by China and the US by the Directorate General of Anti-Dumping and Allied Duties (DGAD), having found “sufficient prima facie evidence of dumping" of the solar cells, originating in or exported from these countries, reports said.

Based on the findings of the probe, DGAD has recommended anti-dumping duties of up to USD 0.48 per watt on solar cells originating from the US, and USD 0.81 per watt from China.  As for Malaysia and Taiwan, it is USD 0.62 and USD 0.59 per watt respectively.

"After examining the issues raised and submissions made by the interested parties and facts made available before the authority, the product under consideration has been exported to India from subject countries below its normal value, thus resulting in dumping of the product," a DGAD notification in the case filed by a group of domestic manufacturers two years back said.

In their application to DGAD, domestic manufacturers of solar products said that US, China, Malaysia and Taiwan had been exporting solar equipment at absurdly low prices which was far below its normal value, owing to which the domestic industry was hit badly.

Indosolar Ltd, Jupiter Solar Power Ltd and Websol Energy Systems Ltd are members of the Solar Manufacturer's Association of India which applied for the probe.

According to official data, imports of solar cells from the US, Malaysia, China and Taipei have jumped to 1,73,015 KW in 2010-11 from 57,661 KW.

The duty is aimed at ensuring fair-trade practices and creating a level-playing field for domestic producers compared to foreign producers and exporters resorting to dumping.  (KNN/ES)
