BIS registration tall order for small electronic item makers

New Delhi, (KNN) The small companies find the procedure of registering electronics and information technology products with Bureau of Indian Standards (BIS) difficult and lengthy, the date for which has been extended by three months till October 3, 2013.
“With the poor infrastructure available to small manufacturers, the process of registering products with BIS is lengthy and difficult. Besides, small businesses do not know how to go about it; time and energy is wasted in looking for the right people-either certification agent or vendors who could help to obtain certification,” said Kapil Kumar Garg, Co-Founder and CEO of ThinnkWare- a venture of KC Robotics and Embedded Private Limited.
Further he said, the government should organise awareness programmes before it makes anything mandatory for the companies. It should inform the public about the importance and benefits of getting certification for electronics products.
Meanwhile, the government has extended the date for registering electronics and information technology products with BIS by another three months.
In a notification on July 2, 2013, Department of Electronics and Information Technology (Deity) said, “In partial modification of the notification dated March 20, it is hereby notified that manufacturing units which have submitted the products for testing to the BIS recognised labs to comply to the ‘Electronics and IT Goods (requirement of Compulsory Registration) Order, 2012’ before July 3, but test reports are not available, be granted an extension without any fee for three months effective July 4.”
However, the companies which have not sent any applications to the BIS till July 3, will have to pay double the amount of the current processing fee of Rs 25,000 for each case, including one test report for grant of registration.
About the doubling of fee, Garg said, every single penny counts for small businesses.
Increase in processing fee will force them to think twice whether to go ahead for BIS certification, he said.
According to an earlier order, electronic companies were required to get 15 listed electronic and information technology goods registered with BIS. These electronic products are under the Compulsory Registration Order, including video games, microwave ovens, laptops, tablet computers, LCD television, telephone answering machines, electronic music systems and printers.
Regarding consumer safety, Garg said, the electronic goods should be tested by a BIS approved testing laboratories and substandard goods be disposed of as scrap, because customer’s safety is always top priority.
In 2012, Deity has issued the Electronics and Information Technology Goods (requirements for compulsory registration) Order, bringing into force a scheme for mandatory regime of registration for 15 identified electronic products so that these products meet specified safety standards.
The scheme provides that no person shall by himself or through any person on his behalf manufacture or store for sale, import, sell or distribute specified electronic goods which do not conform to the specified standard and do not bear the words “Self declaration – Conforming to IS (Relevant Indian Standard) on such goods after obtaining registration from BIS.
