Cities soon to have rating index for cleanliness

New Delhi, Oct 11 (KNN)  India will soon have a rating index for cleanliness of cities as the Ministry of Tourism plans to conduct regular audits or assessments of the cities and rank them accordingly.

“In India, the lack of basic cleanliness in public places is glaring, and also a paramount concern for all agencies associated with tourism,” Ministry of Tourism said in a notification.

“There is an urgent need to take up interventions at various levels to keep places frequented by tourists clean,” it added.

In order to do this, a cleanliness index suitable for Indian conditions needs to be developed and regular assessment undertaken based on parameters in the index, said the notification.

The Ministry of Tourism, wants to undertake the first assessment of 15-20 cities and then based on the outcome of this assessment, a mechanism for regular assessments might be established.

The Ministry believes that such a move will encourage best performers, and provide practical guidance to others making improvements.

To start with this, the Ministry has decided to engage a professional consultancy organization to conduct such a study in different cities.  The assignment would be called “Study on development of Cleanliness Index for cities.”

The study would involve collection and analysis of primary as well as secondary data.

Some of the indicative parameters for cleanliness index are- cleanliness at top 10 destinations decided in consultation with different authorities at each of the identified cities; cleanliness at entry and exit points like airports, railway stations, bus stands at each of the identified cities.

The cities would also be judged based on the measures taken to sensitize natives and tourists towards cleanliness and civic sense by State Government or Municipal Corporation.

 Recycling of waste, drainage management system of the city, frequency of garbage collection and disposal, cleanliness at one major shopping area, most frequently visited by tourists in the identified city are also some important factors for rating the cities.

The consultancy will look at the innovative practices adopted by the State Government and Municipal Corporation and see whether any Sewage Treatment Plant (STP) is operated in the city.
 
Cities which would have ban on use of poly bags and more number of public toilets in respect of population and level of cleanliness in the toilets will help the cities get better ranking.

Tourism plays an important role in socio-economic progress through creation of jobs, enterprise, infrastructure and revenue earnings.

During the year 2011, the number of Foreign Tourist Arrivals (FTAs) in India reached the level of 6.29 million, registering a growth of 8.9 per cent over the FTAs of 5.78 million in 2010. Exchange Earnings (FEE) from tourism in India during 2011 were USD 16.56 billion as compared to USD 14.19 billion in 2010, showing a growth of 16.7 per cent. (KNN/SD)
