New Delhi, Jan 22 (KNN) The Union Ministry of Defence will notify its Defence Procurement Policy 2016 (DPP) in next 30 days as it would be finalized in next one or two days with necessary annexures and more likely to be private sector supportive but not put defence public sector units at disadvantage, Defence Minister Manohar Parrikar has said.
 
Speaking at the Defence Make in India Summit here on Thursday organized by PHD Chamber of Commerce and Industry, CNBC TV18, MKU and CENJOWS, Parrikar disclosed that based upon stipulations of earlier DPPs of 2013 and even 2009 which were closed and strangulated in nature, the defence ministry has signed defence contracts worth Rs.148,000 crores with different stakeholders in the last 18-19 months.
 
 
According to a press release by PHD Chamber of Commerce & Industries, Parrikar, admitted that DPP-2016, which is being finalized currently has been delayed on account of institutional knowledge and bureaucratic interventions in right earnest to enable the Union Ministry of Defence escape is unnecessary scrutiny from CVC and CBI as also make it much more comprehensive and user friendly in nature.
 
“The DPP-2016 will be supportive to private sector to comprehensively and widely engage it with defence production does not, however, mean that it would not provide level playing field to defence PSUs as recently experience has shown that with sufficient autonomy with such public sector units, these have survived the test of time and exhibited their competence and expertise while competing with their counterparts in the private sector”, emphasised the Minister.
 
“Even after the DPP-2016 is notified in next one month’s time and viewpoints including considerations and pitfalls are pointed out in this near perfect document, the Union Defence Ministry would accommodate in it such things to satisfy all the stakeholders in defence production”, argued the Minister.
 
He appealed to all the stakeholders that are likely to join in the defence Make-in-India programme of the government of the day to evolve and emerge with new mind-sets so that the defence production catapults and transforms as intended by the Prime Minister Narendra Modi and his government and serves the needs of the modern times.
 
In his remarks, President, PHD Chamber of Commerce and Industry, Mahesh Gupta welcomed announcement for notification of DPP-2016 in next 30 days aspiring that it would extensively involve MSME sector in government’s defence procurement as this segments has already emerged as the backbone of the Indian economy.
