Dismal progress in handloom cluster fund use

New Delhi, Apr 30 (KNN) The funds utilized for setting up of handloom clusters in different states were considerably less than half of Rs 199 crore released by the Centre during the last three years.
 
The worst performing states in terms of utilization of the money released for setting up the handloom clusters are Tamil Nadu, West Bengal, Orissa, Jharkhand, Andhra Pradesh and Uttar Pradesh.
 
The amount released by the Centre to Tamil Nadu was Rs 32.58 crore out of which it could only utilize Rs 8.90 crore. West Bengal utilized only Rs 5.77 crore out of Rs 14.75 crore; Orissa utilized Rs 3.79 crore out of Rs 11.75 crore. Uttar Pradesh and Andhra Pradesh utilized Rs 12.92 crore and Rs 2.10 crore respectively out of Rs 20.74 crore and Rs 9.94 crore released to them, Parliament was informed yesterday.
 
However, Gujarat, Himachal Pradesh, Madhya Pradesh and Uttarakhand did relatively well.
 
Gujarat utilized Rs 18.36 lakh out of Rs 24.94 lakh.  Himachal Pradesh, Madhya Pradesh and Uttarakhand utilized Rs 1.54 crore, Rs 2.02 crore and Rs 1.62 crore respectively out of Rs 2.92 crore, Rs 4.21 crore and Rs 3.06 crore released to them.
 
Clearly, the states could only utilize Rs 78.16 crore out of the total of Rs 199.54 crore released by the government.   
 
Meanwhile, Minister of State for textiles Panabaaka Lakshmi announced that new handloom clusters will be taken up under Comprehensive Handlooms Development Scheme for inclusive growth to be developed in a time period of four years. 
 
“The scheme will have two categories of clusters, first, cluster having 200-500 handlooms and second, cluster having 2000-5000 handlooms. The cluster having 200-500 handlooms is proposed to be developed with maximum Government of India’s share of Rs 75 lakh and the cluster having 2000-5000 handlooms is proposed to be developed with maximum Government of India’s share of Rs 150 lakh. These clusters are proposed to be developed in a time period of 4 years,” she said.
 
The government has also received representation from Andhra Pradesh, Assam, West Bengal, Orissa, Manipur and Bihar for setting up of additional mega handloom clusters.  (KNN)
