Govt Extends Relief Window For Net-Metering And Open Access Projects Till Dec 2026

New Delhi, Jul 20 (KNN) The government has extended the exemption timeline for certain renewable energy projects under the Approved List of Models and Manufacturers (ALMM) List-II framework until December 31, 2026. 

The decision applies specifically to net-metering and open access renewable energy projects, providing them additional time to comply with sourcing requirements for solar photovoltaic (PV) cells.

No Change in Core ALMM Policy

The Ministry of New and Renewable Energy (MNRE) clarified that there is no change in the overall ALMM policy. It reiterated that there will be no blanket extension of ALMM List-II applicability for all solar power projects. The exemption remains limited to select categories, which were earlier allowed relief until May 31, 2026.

Support for Industry Transition

According to the ministry, the extension is intended to ease the transition for solar PV module manufacturers. It will help protect existing investments, particularly in the form of inventory, by generating additional demand. 

The move also gives manufacturers more time to gradually shift towards sourcing solar cells from ALMM List-II approved producers, as domestic manufacturing capacity continues to expand.

Stakeholder Consultations Behind Decision

The MNRE said the decision follows consultations with various stakeholders in the solar sector. The aim is to ensure a smoother transition to the ALMM List-II regime for affected project categories, while maintaining policy consistency.

Continued Push for Domestic Manufacturing

The government emphasised that strengthening domestic solar manufacturing remains a key priority. The ALMM framework is part of broader efforts to promote self-reliance in solar PV production and position India as a significant player in the global supply chain.
