Environment Min seeks public opinion on management of hazardous waste

In this context, the Ministry has called for suggestions via email from general public who are interested in making any objection or suggestion on the proposals contained in the draft notification.
According to the draft, the Hazardous Wastes (Management, Handling and Transboundary Movement) Rules, 2008, may be called the Hazardous Wastes (Management, Handling and Transboundary Movement) Amendment Rules, 2013.
Some of the new rules proposed by the Central Government for further amendment are that they shall come into force on the date of their publication in the Official Gazette; "waste" means materials that are not products or by-products, for which the generator has no further use for the purposes of production, transformation or consumption and which is to be disposed of.
Further, every trader desirous of import of metal scrap and paper, paper board and paper product wastes as listed under category may make an application in Form 16 to any of the State Pollution Control Boards or Pollution Control Committees. The registered trader shall be required to submit details of such import particulars of the actual users along with quantities to the concerned State Pollution Control Board or Pollution Control Committee on an annual basis and registration shall be liable for cancellation on failure to furnish such details.
A person intending to import or transit for trans-boundary movement of hazardous and other wastes shall apply in Form 7 and Form 8 to the Central Government for the proposed import wherever applicable, together with the Prior Informed Consent, whichever applicable.
Also, prior to clearing of consignment of used multi-function print and copying machines (MFDs) destined for direct re-use, the Custom authorities shall verify importers of MFDs have valid authorisation as per the e-waste (Management and Handling) Rules, 2011. (KNN/SD)
