DGFT Hosts National Conference On SCOMET Policy & Export Controls

New Delhi, Jan 29 (KNN) The Directorate General of Foreign Trade (DGFT), in collaboration with the Ministry of External Affairs (MEA), is set to host the National Conference on Strategic Trade Controls (NCSTC) on January 30, 2024.

This event places a significant focus on India's Strategic Trade Control system, particularly related to Special Chemicals, Organisms, Materials, Equipment, and Technologies (SCOMET) and Export Controls.

The primary objective is to ensure compliance in the export of dual-use goods, encompassing both industrial and military applications, as well as software and technologies.

Distinguished international speakers, including the Chair of the 1540 Committee of the United Nations Security Council (UNSC) and the Chair of the Missile Technology Control Regime (MTCR), alongside senior government officials such as the Commerce Secretary, Member (Customs) of CBIC, and the Director General of DGFT, are anticipated to participate. Over 500 industry representatives are expected to attend.

The conference aims to foster engagement with various departments and organisations of the Government of India involved in India’s Strategic Trade Control System and the industry.

It particularly addresses sectors regulated under India’s SCOMET list, encompassing special materials, high-tech equipment, chemicals, biotechnology, defence, aerospace (including Drones/UAVs), electronics, semiconductors, telecommunications, information security, and related software and technology.

Industry leaders will share their experiences related to the export of dual-use goods and technologies.

Thematic sessions during the conference will delve into aspects of India’s Strategic Trade Control system, covering the legal and regulatory framework, steps taken to streamline SCOMET policy and licensing processes, enforcement mechanisms, and supply chain compliance programs.

Aligned with relevant control lists, guidelines, and international conventions, mechanisms, and regimes, India regulates the export of dual-use items, nuclear-related items, and military items, including software and technology, under the SCOMET list. This list is officially notified by DGFT under the Foreign Trade Policy.
