Govt to evaluate success of mega handloom clusters

New Delhi, March 8 (KNN) The Ministry of Textiles today said it will be appointing an independent agency for conducting evaluation study of four mega handloom clusters under  Comprehensive Handloom Cluster Development Scheme (CHCDS) and Integrated Handlooms Development Scheme (IHDS) so as to know whether the schemes have been able to meet intended objectives.
 
“If not, the corrective actions will be taken,” said a ministry notification.
Office of the Development Commissioner for Handlooms has so far taken up four mega handloom clusters under the CHCDS in Varanasi - Uttar Pradesh; Sivasagar - Assam; Virudhunagar - Tamil Nadu; Murshidabad - West Bengal.
 
The Ministry wants to evaluate the four handloom clusters to get the feedback on the activities undertaken; know the impact of each activity undertaken in quantitative and qualitative terms; ascertain the shortcomings in the scheme and the implementation issues.
 
The evaluation study will help the government to assess the effectiveness of the Institutional framework conducive for execution of the Mega Clusters and suggest suitable course of action, if required as a corrective action.
 
Each mega handloom cluster is being developed with a Government of India’s share of Rs 70 crore per cluster in a time frame of five years. It covers more than 25,000 handlooms.
 
The objective is to develop Mega Handloom Clusters that are located in clearly identifiable geographical locations that specialize in specific products, with close linkages and inter dependents amongst the key players by improving the infrastructure facilities. (KNN/SD)
