Govt to focus on R&D infra to facilitate reverse brain-drain

New Delhi, Sept 8 (KNN) The government is committed to creating state-of-the-art R&D in addition to building effective public-private partnership in R&D infrastructure to facilitate reverse brain-drain and also to setting up an eco-system to encourage innovation, said Union Minister of Science and Technology Jitendra Singh.
He said that even in this short span of time, the government has been able to scale-up scientific research to address several key socio-economic problems by collaborating with other Ministries while making concerted efforts to build scientific temper amongst the youth.
The Science and Technology Ministry today announced a new innovative initiative to formally enter the area of teaching at undergraduate and school level by making it mandatory for all publicly funded national research institutions under the Ministry to involve themselves in active academic work.
Announcing this at a press conference held at “Anusandhan Bhawan” here today, Singh said that for the first time in the history of independent India, scientists had been asked to formally hold teaching classes for students at undergraduate college level as well as at school level.
Elaborating further on this new idea, Singh said that in order to institutionalise this practice, it will be mandatory for every member of the Science staff engaged in this teaching process to take at least 12 hours of lecture classes per academic year.
This will be in addition to the already assigned responsibilities of the scientists and will not entitle them to any extra remuneration or honorarium, he added.
In order to make the initiative result-oriented, the teaching programme by the scientists will be reviewed for implementation at the end of one year and evaluated for performance at the end of three years, he said.
The modalities for structuring this scientist-teaching programme shall be worked out and structured by each institution subject to ratification by its governing body, said Singh, and added that this will enable the scientific community to get involved with students at all levels.
Singh said that the initiative will on the one hand bring the scientific community out of the confines of their laboratories to serve the society in a wider capacity and at the same time, it will also help in overcoming the paucity of teaching resources at the level of school or higher education.
The Minister announced a special promotion scheme for women Scientists “KIRAN”. He said it will facilitate and smoothen the working conditions of women force engaged in the field of scientific research. (KNN/SD)
