Henceforth, highways to be built through EPC mode

New Delhi, Apr 30 (KNN) The government will henceforth encourage construction of highways and national road linkages through EPC mode (Engineering, Procurement and Construction) and do away with the PPP mode since it could not tap stakeholders to put in place the desired highways in the past, according to Director General (Roads), Ministry of Road Transport and Highways, V L Patankar.
Patankar also categorically stated that the Ministry of Road Transport and Highways would deal with only serious roads’ and highways’ developers to layout 4000 km of highways and road projects from 2014-15 onwards to also enroll them as serious stakeholders in such projects to enable them fulfill post construction’ obligations relating to such projects.
Addressing a national conference on Emerging Technologies in Construction Industry organized by the PHD Chamber of Commerce and Industry here today, the DG, Roads explained that the government was no longer keen to deal with operators and developers of roads’ and national highways’ who cannot sustain road maintenance for 4 years or more after construction of these projects as it got wiser with such an experience in the past through PPP mode of roads’ and highways’ construction.
It was for this reason that the Ministry of Road Transport and Highways has contemplated to revive the EPC mode with larger modifications to construct and build roads’ and highways’ in which the liberty to design such projects would stay with the developers without letting them go off honouring the commitment of post construction activities and obligations, Patankar said.
Commenting on adoption of emerging technologies in construction industry for their applications to build roads’ and national highways’, he however, added that the government would allow such technologies for roads’ and highways’ construction on pilot projects based to test their authenticity and longevity.
In case, the projects were found satisfactory and conclusive, adoption of those modern technologies to serve the desired objectives would be amassed at larger scale in years to come, clarified Patankar.
According to him, the roads’ and national highways’ are the most stressed economic activities and therefore, recommended that the government should explore prospects to intensify its existing railways network as also take vigorous initiatives to build inland water transportation to release them from their existing burden.
Vehicular population in India stood at 37000 in 1920 which in 1950s went up to 300,000 level. This has multiplied by 100 times now. The lengths of the roads in 1920s were estimated at 22000 km against close to 90000 km as of now, one could imagine the challenges on this front over the years.
