It has become necessary to take a fresh look at the National Textile Policy, says Gangwar

New Delhi, Sept 24 (KNN) With a view to making the Indian Textile Industry globally competitive, it has become necessary to take a fresh look at the National Textile Policy which was framed in 2000, Minister of State for Textiles, Santosh Kumar Gangwar today said.
 
“In the meantime, there have been specific changes such as phasing out of export quotas in 2005,” he said while addressing the State Textiles Ministers Conference here.
 
A Committee under the Chairmanship of Ajay Shankar has prepared a draft report on the "Vision, Strategy and Action Plan for the Indian Textile and Apparel Sector". This report has been sent to all the State Governments and Union Territories seeking their valuable views/suggestions. It has also been put on the website of the Ministry seeking views of other stakeholders of the Textile Sector,” he added.
 
“Some suggestions/views have been received which are being examined by the Committee for necessary action,” he said seeking views and suggestions which he said would be taken into account before finalising of the new Textile Policy.
 
He mentioned that for developing World class infrastructure for the Textile Industry, Ministry of Textiles has sanctioned proposals based on merit and shall be releasing a fresh advertisement soon calling for proposals for sanctioning more integrated textile parks during the 12th Plan period. He has also invited proposals from the state governments to enable Government of India to sanction Textile Park in each State.
 
Under the Scheme of Integrated Processing Development Scheme, the Ministry will sanction common infrastructure for processing on the lines of SITP wherein Government of India shall be giving grant to the tune of Rs 70 crore per processing park, he said.
 
A sum of Rs 500 crore has been provided for this initiative, he added. For both the Schemes of SITP and processing parks, faster clearances in land, power, water, approach roads and environmental issues by States is very crucial for successful offtake of Schemes.
 
Ministry of Textiles has a flagship Scheme for skill development by the name of Integrated Skill Development Scheme. This Scheme is run in association with Industry and State Governments where Rs 10,000 is given per trainee. State Governments should come forward and strengthen our hands in skilling our youth.
 
He also mentioned about the government’s initiative to set up Incubation Centres and Workers hostels which shall be sanctioned very shortly.
 
“To provide equity to the start-up entrepreneurs, we shall be launching a Tex-Venture Capital Fund in association with SIDBI. The fund shall be started with an initial capital of Rs 35 crores and shall be up scaled up further,” he said.
 
In the budget 2014-15, the Government had announced setting up of 8 Mega Clusters in Varanasi, Surat, Bhuj, Lucknow, Bareilly, Burhanpur, Mysore and Trichy in Tamil Nadu. They are all at various stages of implementation. (KNN/SD)
