Jharkhand handloom clusters to get yarn banks; Varanasi a marketing support centre

This mega handloom cluster covers the six districts of Godda, Sahebganj, Pakur, Deoghar, Dumka and Jamtara of Jharkhand.
The objective of the Yarn Bank is to ensure availability of quality yarn on a continuous basis to the weavers, exporters, entrepreneurs of Godda and neighbouring handloom clusters at a reasonable price.
In this context, the Office of the Development Commissioner for Handlooms under the Ministry of Textiles seeks bids from private agencies for procurement, storage and supply of yarn of various counts for the cluster for weaving handloom products. Two yarn banks are proposed one each in Godda district, preferably in Bhagaiya primarily for silk yarn and other in Deogarh district, primarily for cotton yarn.
However both yarn banks will supply both silk and cotton yarn procured from and through NHDC as per requirement of the clusters.
In an another effort to boost the handloom sector of the country, the Textile Ministry wants to set up a Marketing Support Center for Handlooms in Varanasi Mega Handloom Cluster under the same scheme of CHCDS.
The handloom sector is the second largest employer in India. “This sector is unorganized and dispersed. There is absence of market intelligence, poor exposure to new technologies, lack of product diversification, stiff competition with mechanized sector, inadequate infrastructure and common facilities, lack of adequate working capital,” said a notification.
Large handloom clusters, like Varanasi, require massive investments for its integrated and holistic development. With this background, CHCDS has been introduced, it added.
The objectives of establishing a Marketing Support Centre are mainly - creation of additional demand for handloom products; product and design development; on-time delivery of the desired product at a reasonable price with consistent quality; and on job training and skill upgradation.
With this view, the Office of the Development Commissioner (Handlooms) under Ministry of Textiles wants to rope in private marketing agencies for setting up the Marketing Support Centre which shall primarily be involved in different market development activities for handloom products like organizing and participating in buyer seller meets and exhibitions, both in India and abroad.
Further, the agency will look after renting shelf spaces in already established brand stores, print and electronic promotion, etc to create additional demand for handloom products in domestic and international market.
The marketing agency is also required to provide round the year business to at least 2500 handlooms. Besides catering to orders from domestic and international buyers, it may also sell handloom products through the rented spaces in already established retail outlets. (KNN/SD)
