Key PSUs not happy with public procurement policy; air concern over proposed law

New Delhi, Apr 6 (KNN) The impending public procurement law which will seek transparency in procurement procedures of the government and the public sector companies has come in for criticism from heads of PSUs like BHEL and the Indian Oil Corporation.

Indian Oil Corporation Chairman  R S Butola made no bones about the discomfort of the state-owned companies over the Public Procurement Bill ,  when he spoke earlier this week at the CII annual general meeting  here.  The Bill, introduced in the Lok Sabha, is pending Parliamentary approval.  

The public sector companies are among the biggest buyers of equipment and other items even from the micro and small enterprises and they are also governed under the MSME order of 2012 which makes it mandatory on them to procure at least 20 per cent of their requirements from the MSMEs.

The common refrain among some of the bluechip PSU companies is that they should not be treated as an arm of the government.

“Should we still be considered as a state?” the IOC Chairman asked in the presence of the Heavy Industries Minister Praful Patel.  (KNN)
