Mumbai, May 20 (KNN) The Labour Commissioner of Maharashtra has extended the dates for bids from consultants to conduct studies on the basis of time and motion system to decide the rates of payment for powerloom labour.

The wages for the powerloom workers will be fixed on the production wise piece rates in the state by the method of time and method study, a notification said.

Time and method study is a method for establishing employee productivity standards in which a complex task is broken into small, simple steps, the sequence of movements taken by the employee in performing those steps is carefully observed to detect and eliminate redundant or wasteful motion, and precise time taken for each correct movement is measured.

From these measurements production and delivery times and prices can be computed and incentive schemes can be devised.

The date for submission of the bids has been extended till June-10.

India manufactures 5 per cent of cloth through the organized sector, 20 per cent through the handloom sector, 15 per cent through the knitting sector and the remaining 60 per cent through decentralized power loom sector.

The decentralized powerloom sector is the lifeline of Indian Textile Industry.  India has approximately 19.42 lakhs of powerlooms weaving almost 19,000 million meters of fabric, and provides employment to more than seven million workers.

The industry currently produces a wide range of fabrics ranging from grey, printed fabric, dyed fabric, cotton fabric, various mix of cotton, synthetic, and other fibres.

The country exports Rs 44,000 million worth of goods to countries like USA, France, Germany, Bangladesh, Hong Kong, Italy etc.

Although the growth of power loom industry was slow initially; it has started gearing up now.  The number of shuttle less looms has augmented to almost 50,000 and from this about 35,000 looms are working in the decentralized sector.

Most of the power loom units are concentrated in semi urban or rural areas.  Among all; Maharashtra has highest number of powerlooms amounting to approximately eight lakhs of powerloom, Tamil Nadu is second with five lakh units, and Gujarat ranks third with four to 4.5 lakh worth of power looms.  (KNN)
