Ministry of Defence assures to bring measures towards ease of doing business

New Delhi, Apr 28 (KNN) In a bid to facilitate ease of doing business in defence sector, Ajay Kumar, Secretary (DP) has given the assurance to the industry that Ministry of Defence will undertake the issues related to procurement and production of defence equipments.

He said the newly constituted defence planning committee chaired by NSA will look into the matter.

Speaking at the meeting with the industry leaders at FICCI on defence production policy (DProP) 2018, he said that the since the process of facilitating ease of doing business is a priority of the Ministry, thus host of measures will be coming soon.

The DProP-2018 released by the government recently is aimed at increasing India's turnover of defence goods and services to $ 26 billion by 2025 and adding three million more jobs to the market.

Based on extensive and detailed study of the documents, FICCI has submitted the comments of its members to the Ministry of Defence (MoD).

Also, the reactions received on the new DPP policy have been positive but the real challenge that is expected to obstruct the growth of defence business is the implementation part of the policy actions.

In this direction, MoD wants FICCI to build a platform for collecting feedback on a National Indigenization Plan from its members.

The above scheme will offer immense opportunities to the MSMEs to bid for parts and components that previously have been imported by DPSU/OFB for the integration into their systems.

With indigenization scheme, the vendor will be assured a minimum order quantity to support their business case when they got shortlisted on the basis of selection procedure.

In addition, implementations of the Public Procurement Order and Third Party Certification Guidelines for Quality Assurance are other reforms that the MoD is keen to implement soon, he added.

Addressing the Industry interaction jointly organized by FICCI and the US-India Strategic Partnership Forum (USISPF), Kumar said, “the success of defence procurement orders depends on a realistic notification”.

He said in this direction, we need continued inputs from the industry during planning phase.

The conference deliberated on topics such as ease of doing business in defence, defence start-up ecosystem, public-private partnership in defence production.
