MSDE Launches National Instructor Management System To Strengthen Skilling Ecosystem

New Delhi, Jun 16 (KNN) The Ministry of Skill Development and Entrepreneurship (MSDE) is set to establish a comprehensive Skill Instructor Registry (SIR) to address the shortage of qualified trainers and improve instructor deployment across India's skilling ecosystem.
 
MSDE Launches Digital Platform For Instructor Management
As part of the initiative, the ministry has launched the National Instructor Management System (NIMS), a centralised digital repository aimed at collating data on instructors working across government and private Industrial Training Institutes (ITIs). 
 
The platform is expected to be expanded to cover other skill development schemes in subsequent phases, reported the Economic Times.
 
Initiative Aims To Bridge Instructor Shortage
According to government officials, the move will support instructor mobility and integration across programmes such as the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) and Jan Shikshan Sansthan centres, while enhancing training quality through better deployment and monitoring.
 
India's formal skilling ecosystem currently has around 60,000 certified instructors against nearly 90,000 sanctioned positions, catering to more than 14,000 government and private ITIs. The ministry estimates the overall capacity requirement at about 95,000 instructors.
 
NIMS To Enable Better Deployment And Planning
NIMS will facilitate batch-level mapping of instructors, optimal deployment and capacity utilisation, while enabling data-driven assessment and policy planning. It is also expected to eliminate duplication and fraudulent entries by creating a verified, real-time database of instructors.
 
Under the system, each instructor will be assigned a Unique Instructor Permanent Registration Number (IPRN) to enable digital identification and inter-state mobility. The portal will incorporate standardised registration and verification processes to ensure data authenticity.
 
AI-Based Assessments To Improve Governance
The platform will further support end-to-end lifecycle management of instructors, including transfers and resignations, and integrate with learning management systems and training-of-trainers programmes. 
 
The ministry also plans to introduce artificial intelligence-based performance assessment to strengthen governance, transparency and operational efficiency across the skill development ecosystem.
