Textile Min to rope in private sector to assess Integrated Skill Development Scheme

New Delhi, Feb 14 (KNN) In order to identify the critical success factors and major bottlenecks in the implementation of the Integrated Skill Development Scheme (ISDS), and provide recommendations for improving the effectiveness of the scheme further, Textile Ministry wants to rope in private sector to conduct a min-term third party assessment of the scheme.
 
The Ministry of Textiles launched ISDS as a pilot scheme in 2010 for a period of two years to cater to skilled manpower needs of Textiles and related segments through skill development training programmes.

The Ministry had decided to continue and scale up the Scheme during 12th Plan with an outlay of Rs 1900 crore to train 15 lakh workers. Under the scheme, the Government meets 75 per cent of the total cost of the project with balance 25 per cent to be met by the implementing agencies. The scheme has been in operation effectively for about three years. 
 
The Ministry has sought for consultants to undertake a mid-term third party assessment of the progress in terms of implementation of pilot phase of ISDS so far. 
 
The main objective of the assessment is “to identify  the  critical  success  factors  and  major  bottlenecks  in implementation of the projects, and provide recommendations for improving the  effectiveness  of  the  scheme  further,” according to a Ministry notification.

It wants to assess the structure, implementation and effectiveness of ISDS in creating skill development and training in Textile Sector in comparison with in other similar schemes of Government of India.

The textile industry employs 80 million people directly and indirectly. 

The government is eyeing textile exports target of USD 60 billion in 2014-15. "Next year, the (textiles exports) target will be USD 60 billion, having seen the potential and concentrating on skill development in the country, focus on textile sector by the government and also the necessity of the advanced nations to depend entirely on Asia, especially China and India," Union Textiles Minister K S Rao recently said.
