DERC Eases Rooftop Solar Norms For Faster Installations In Delhi

New Delhi, Jul 23 (KNN) The Delhi Electricity Regulatory Commission (DERC) has amended rooftop solar regulations to simplify procedures, reduce paperwork and speed up installations, officials said on Wednesday. 

Streamlined Application Process

Under the revised DERC (Net Metering for Renewable Energy) Regulations, 2014, the earlier three-stage process—feasibility analysis, registration and connection agreement—has been replaced with a two-step system.

The new process combines document verification, inspection and net meter installation into a single stage following technical feasibility assessment. Registration fees have also been removed, PTI reported.

The changes aim to boost adoption of solar energy among domestic consumers in the national capital.

Faster Approvals and Deemed Clearance

The amended rules require power distribution companies (discoms) to complete technical feasibility analysis within 15 days. If they fail to do so, approval will be deemed granted.

Notably, rooftop solar systems with a capacity of up to 10 kW will not require any technical feasibility analysis, further easing adoption for households.

Time-Bound Installation

Once applicants install rooftop panels and submit required documents, discoms will verify details, test the system, install the net meter and provide a connection and registration number—targeted to be completed within 25 days.

No Fees for Small Domestic Systems

Domestic consumers installing systems up to 10 kW will not have to pay feasibility analysis or registration fees, regardless of whether they avail benefits under the PM Surya Ghar: Muft Bijli Yojana.

Digital Process and Application Routes

The connection agreement between consumers and discoms will now be executed digitally, eliminating the need for physical paperwork.

Consumers seeking subsidies under the PM Surya Ghar scheme can apply through its portal, while others—including commercial and industrial users—can apply via discom or Delhi government portals.

The reforms are aimed at reducing delays, lowering entry barriers and accelerating rooftop solar adoption across the city.
