Haryana Cabinet Clears EV Incentives For NCR, Transfer Reforms And Welfare Measures

Chandigarh, Jun 24 (KNN) To improve air quality in the National Capital Region (NCR), the Haryana cabinet approved a full exemption from motor vehicle tax on the purchase of new BS-VI, electric and CNG trucks and buses that replace BS-IV and older vehicles. 

Buyers of used vehicles under the scheme will receive a 50 per cent tax concession, while registration fees and pending liabilities older than one year will also be waived. 

The scheme is expected to benefit more than 93,000 trucks and over 16,000 buses.

New Transfer Policy

The Haryana cabinet also approved the Model Online Transfer Policy (MOTP) 2026 and the Teachers Transfer Policy (TTP) 2026, aimed at improving transparency and human resource utilisation in government departments.

Under the revised framework, age weightage in transfer decisions has been reduced sharply from 75 per cent to 25 per cent, with greater emphasis now placed on experience and special circumstances within a 120-point scoring system. 

Merit points for couples both serving in government have been doubled from five to ten. 

Employees and teachers within one year of retirement will be protected from transfers without their written consent, and the list of debilitating diseases qualifying for special consideration has been expanded.

Welfare and Regulatory Amendments

The cabinet approved amendments to the Deen Dayal Upadhyay Antyodaya Parivar Suraksha Yojana (DAYALU-I), extending the claim submission window from three months to six months and introducing a district-level mechanism for condoning delays and redressing grievances.

Other decisions included approval of the Haryana Horticulture Nurseries Rules 2026, which establish a regulatory framework for nurseries with QR-based disclosure of planting material and compensation provisions for farmers receiving substandard plants. 

The cabinet also abolished dual licensing for slaughterhouses and meat shops regulated by the Food and Drugs Administration, delegated powers to deputy commissioners to approve the sale of village common land to eligible residents, and increased the number of non-official members in the Haryana State Commission for Women from five to seven.

Amendments to the Haryana Superior Judicial Service Rules 2007 were also approved, alongside a compliance-based approach to minor violations under pollution laws. 

Measures were additionally cleared to address regularised colony issues in Yamunanagar and Jagadhari through integration with the online No Dues Certificate portal.
