DERC seeks public views for generation tariff amendment

New Delhi, Jul 3 (KNN)  Amidst strong criticism that the power sector in the national capital lacks transparency, the Delhi Electricity Regulatory Commission (DERC) has directed power generating companies to provide relevant documentation.

 In a public notice it has sought stakeholders’ comments or objections to DERC’s draft amendment regulations, which are basically the terms and conditions for determination of generation tariff.

 According to DERC’s draft notification, “….generating company shall provide to the beneficiaries of the generating station the details of parameters of Gross calorific value (GCV) and price of fuel i.e. domestic coal, imported coal, e-auction coal, natural gas, RLNG, liquid fuel etc., as per the Form No. F27 (information in respect of fuel for energy charges) of the MYT formats to these regulations.”

 Generating companies are also expected to provide details of blending ratio of the imported coal with domestic coal, proportion of e-auction coal and the weighted average Gross calorific value (GCV) of the fuels as received shall also be provided separately, along with the bills of the respective month.

DERC also requires that copies of the bills and details of parameters of Gross calorific value (GCV) and price of fuel i.e. domestic coal, imported coal, e-auction coal, natural gas, RLNG, liquid fuel etc., details of blending ratio of the imported coal with domestic coal, proportion of e-auction coal be displayed on the website of the generating company.  

Such details should be available on their websites on monthly basis for a period of three months, it said.

Earlier, DERC had announced that new power tariffs for the year would be in place by this month.

It had also issued a press release announcing that petitions for DISCOMS for determination of tariff for the year 2013-14 and true up for the year 2011-12 were under process. 

Through public notices, it has invited comments, suggestions and objections from stakeholders.  It also specified that those who wished to participate in public hearings may do so.

 By doing so, DERC is committed to observing full transparency in its working and to provide adequate opportunity to all stakeholders to give their suggestions in the consultation process.  (KNN)
