Chandigarh, May 4 (KNN) During an open house discussion with industry associations in the state, Haryana Chief Minister Manohar Lal announced several measures to boost industry in Karnal region like increase in Floor Area Ratio (FAR), land for Pharma Park, equipment for tool room under the Mini Cluster Scheme and more.

The Floor Area Ratio (FAR) in industrial areas of Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) would be increased from 150 to 200 per cent with appropriate charges, Khattar announced during ‘Samadhan Divas’ organised by the Department for districts Karnal and Kurukshetra on Thursday

He said the State Government has identified 50 acres of land for the Pharma Park in Karnal which would be developed by the HSIIDC.

He announced that the change of industrial activity would be permitted with conversion charges, that is, 10 per cent of the differential cost (present allotment rate – original allotment rate) in case of two categories of plots, that is, project implemented and non-implemented.

The plots which are vacant would be allowed for conversion with increase in 10 per cent of current rate.

Speaking on the occasion, the Industries and Commerce Minister, Vipul Goel said that for setting up of tool room under the Mini Cluster Scheme, the Karnal Agri Implements Manufacturing Association has been asked to provide the list of final equipment.

The consultant would submit the DPR to State Level Steering Committee within 15 days of receipt for final equipment list for approval. No Objection Certificate (NoC) for fire is implemented by Haryana Enterprise Promotion Board (HEPC) which is a single window clearance system.

Currently, there is no pendency for fire approval greater than 45 days by the HEPC. He said that the services of 289 registered architects empanelled by HSIIDC can now be availed by the industrial units.

As the number of cases in HEPC has increased manifold, the industry department has decided to engage SAKSHAM youth as relationship officers who would assist industries in availing necessary services from HEPC.

The Industries Minister said that the online system for filing of incentives would be made more robust.

He said the State Level Banker's Committee would provide cases applied for Credit Guarantee Fund Trust for Micro and Small Enterprises Scheme (CGTMSE) to the respective DICs for follow up and facilitation.

He said the timeline for approval of Freight Assistance Scheme has been set at 45 days. The approval of refund of GST would be granted within 22 days and 52 days in case of any observation.

The facilitation centre of Farm Machinery centre at Regional research station, Uchani (Karnal) has also been approved.

The state would provide the funds for purchase of equipment. For setting up of Common Effluent Treatment Plant (CETP) at Mughal Majra industrial area, the association would provide the land.

The HSIIDC would setup the CETP. The State Government has decided to lease out agro malls to the industry associations at subsidized price for usage as exhibitions centres. For start-ups as per Government of India, the introduction of self-certification under labour laws would be notified.

    State Govt. "Samadhan Divas" for Industry at Karnal on 3rd May witnessed a good Industry friendly vision of the Govt. under dynamic leadership of Shri Manohal Lal, Hon'ble Chief Minister and Shri Vipul Goel, Hon'ble Industry Minister, when most of the demands raised by Haryana Chamber of Commerce & Industry were accepted, so as to give boost to the Industry segment. Whereas Industry welcome the announcement of increase in FAR from 150 to 200%, the need is felt to increase ground coverage also from 60 to 70%, within the said FAR of 200%, atleast for small size plots say upto 1000 Sqm., which will go a long way for ease of business. The change of industrial activity in general category plots is allowed on payment of processing fee of Rs. 10,000/-. On the same line the project specific Industry of Agricultural Implements at Karnal, who were allotted plots during 2007 at staggered locations in Sector-3 HSIIDC alongwith general category raised the issue for Change in category. Though it has been allowed but the rider of 10% may cost heavily to the Industry. Agricultural Implements Industry welcome the State Govt. decision of Farm Machinery Testing Center at Uchani(Karnal), whereas HSIIDC plot holders welcome abolition of Maintenance charges by HSIIDC. As a whole the Industry at Karnal welcome the announcements made at Samadhan Divas and hope the decision with regard to pending issue of enhancement cost relief to HSIIDC plot holders and few other issues one of which is consent fee charges for NOC from pollution Board should be on P&M excluding cost of land, shall also be taken in near future. Concluding demand is for continued interaction with Industry of Govt. machinery for the sake of Industrial growth.
