Haryana CM Unveils Plans For 10 MSME Industrial Clusters And Rs 2,000 Cr Startup Fund

Chandigarh, Jul 23 (KNN) Haryana Chief Minister Nayab Singh Saini on Wednesday directed officials to promote startups across all districts and remove administrative bottlenecks, as the state outlined measures to boost industrial growth, employment and rural entrepreneurship under its ‘Vision@2047’ roadmap.

Reviewing the Vision to Action Plan with officials from micro, small and medium enterprise (MSME), industries, Startup Haryana and HSIIDC departments, the Chief Minister announced plans to establish 10 new industrial clusters under the PADMA (Programme to Accelerate Development for MSME Advancement) scheme, TOI reported.

He also proposed setting up a Rs 2,000-crore Startup Fund of Funds to improve access to capital. In addition, a Rs 250-crore Atmanirbhar Startup Venture Fund has already been launched to support emerging enterprises.

Faster Approvals and Ease of Doing Business

The state plans to revamp its single-window clearance system to reduce approval timelines from 45 days to 30 days in the initial phase, with a long-term goal of cutting the process time by half, Saini said.

Boost to Rural and Traditional Industries

The Haryana CM announced the development of a modern wood cluster in Barwala and directed officials to organise Swadeshi Melas in every district to promote local products. Items made by self-help groups, including rakhis, will be linked to e-commerce platforms such as Amazon and Walmart to expand market access.

Skill Development and Employment

At the meeting, officials said 100 high-potential rural clusters will be identified for setting up specialised skill centres aligned with local industry needs. Additionally, 25 Industrial Training Institutes (ITIs) will be adopted by private industry to enhance employability.

Green and Digital Initiatives

The state will incentivise over 2,000 MSMEs to adopt rooftop solar systems as part of its clean energy push. It also plans to develop Kurukshetra, Hisar and Rohtak as alternative IT hubs to drive digital growth and decentralised economic development.
