Haryana Plans Industrial Secretariats, MSME Common Facility Centres To Boost Manufacturing
Chandigarh, Oct 16 (KNN) The Haryana government plans to establish shared industrial secretariats in Gurugram, Manesar, Faridabad and Rewari to improve inter-departmental coordination and resolve manufacturers’ issues.
Discussed at a review meeting chaired by Chief Minister Nayab Singh Saini, the proposal aims to strengthen existing industrial areas and improve the business environment.
Its effectiveness will depend on the facilities’ decision-making powers, particularly given the existing Haryana Enterprise Promotion Centre (HEPC) single-window clearance system.
Other measures include an advanced investor-query portal, common facility centres for MSMEs and industrial infrastructure upgrades, backed by a Rs 500-crore enabling fund, reported The Times Of India.
Focus On Inter-Departmental Coordination
Manufacturing units require multiple approvals, including building plans, factory licences, fire-safety clearances, pollution consents and utility connections. Operational issues involving power, drainage, roads and other infrastructure also require coordination across departments.
Despite online application systems, businesses often need to follow up with individual departments to resolve objections and delays.
The proposed secretariats could streamline coordination by bringing relevant officials together. However, their departmental composition, decision-making powers and resolution timelines remain unspecified.
An industry department official said the facilities could help clear pending cases if officials have the authority to coordinate decisions.
Existing Single-Window System Raises Questions
Haryana’s single-window clearance system already helps investors navigate approvals across departments. The proposed secretariats will need to complement the HEPC framework by addressing operational issues that persist after initial approvals.
The advance decision portal could clarify regulatory requirements before investments are committed, provided it delivers authoritative responses within defined timelines. A common escalation mechanism and case-tracking system would also be essential to ensure faster resolution of pending issues.
Infrastructure And MSME Support
The government has proposed common facility centres for MSMEs and upgrades to industrial infrastructure to improve shared services and maintenance in established industrial areas.
The centres would give smaller manufacturers access to facilities that may be costly to develop individually. Planned improvements include connectivity, power and water supply, worker accommodation and other common services.
The measures aim to support manufacturing across Haryana’s industrial belt, including Gurugram-Manesar, Faridabad and Rewari. Their impact will depend on implementation, inter-departmental coordination and timely resolution of operational issues.
