H’yana notifies norms for Project Execution, Public Procurement of development works under Swiss Challenge Method

Chandigarh, Sep 20 (KNN) The Haryana Government has recently notified the Guidelines for Project Execution/Public Procurement of development works under Swiss Challenge Method as envisaged in the Enterprise Promotion Policy-2015.

Swiss Challenge Method is a bidding process which helped private sector initiative in spotting projects of public need.

A State  Level  Empowered  Committee  (SLEC)  under  the  Chairmanship  of chief  Secretary,  Haryana  shall  be  setup  for  granting  approvals  to  the projects  under  the  method  which  shall be  subject  to  final  approval  by  the State Cabinet, said an official statement.

Devender   Singh,   Principal   Secretary, Industries, Haryana said that under the Swiss Challenge Method “a  suo  moto  proposal/offer  can  be  made  by the  original  proponent  to  the  Government  ensuring  his  process  to  be  the best  in  terms  of  cost  and  time  effectiveness  by  his  initiative  as  a  result  of his  own  approach  or  on  the  demand  of  the  Government  to  perform  a certain task, as this method also helps in spotting an unidentified need and provide solution for the same.”

Devender  Singh,  Principal  Secretary,  Industries,  Haryana  said that the proposal submitted under the Swiss challenge method is examined  and  an  opportunity  is  given  to  the  third  parties  to  make  better offers for the project by way of international competitive bidding for fetching maximum price.

The original proponent thereupon has the right to counter match any superior offer given by the third party. The  method  stipulates  steps  for  examination  and  approval  of  the proposal,  flotation  of  bids,  opportunity  to  third  parties  to  match  the  offers and award of contract, he added.

This  policy  has  been  notified  to  give  fillip  to  industrial  growth  and  to improve  the  level  of  infrastructure  in  state  by  development  of  iconic projects, this method ensures price discovery in a transparent manner.

One of the advantages of the process is that it ensures certainty of success as one  willing  partner  is  available  from  the  beginning  in  the  form  of  project proponent  besides  time  and  cost  saving  of  the  Government  agencies  on pre project activities.

Some of the major Eligible sectors under this method are Infrastructure projects, Agriculture,  Horticulture, Transportation & Logistics, Public Transport, Railway systems, Urban transport system, Warehousing infrastructure, Mechanized and Multistory Parking facilities, Education, Technical Education and Skill development etc,  Gas  distribution  network, Medical  and  Health  Sector,  Housing  Sector  &  Environment,  Information Technology, Water Body Eco-system Management, Industrial infrastructure including   IMTs,   integrated   industrial   park,   industrial   Estates,   SEZs, Industrial Township, Land Reclamation, New & Renewable Energy, Power sector,  Public  Buildings,  Markets,  gardens,  parks,  Sports  and  Recreation infrastructure,  Trade  Fair,  Convention,  Exhibition  and  Cultural  Centers, Tourism/Entertainment  Infrastructure,  Water  Supply  Projects  (for  Industrial Estates)  HSIIDC,  Up-gradation  and  restructuring  of  any  of  the  projects in above  sectors,  any  project  in  public-private  partnership  that  the  State Government  may  find  beneficial,  project  to  provide  social  services  to  the people  including  community  services  and  public  utilities.

Project which is innovative or involves proprietary technology or franchise which is exclusively available with the person globally is also covered under this method.
