Odisha govt to make master plan to boost ecotourism in Chilika Lagoon

Bhubaneswar, Nov 11 (KNN)  In order to boost tourism in the state, the Odisha Government wants to make a master plan for development of ecotourism along the coast of Chilika lake, spread over Puri, Khurda and Ganjam districts with adequate focus on livelihood security of local communities.

In an initiative to protect the life and livelihoods of coastal communities; conserve ecological resources in the coastal and marine areas; and, promote of economic activities that have necessarily to be located in the coastal regions, the Central and the State Governments are implementing a World Bank financed project called the “Integrated Coastal Zone Management Project” (ICZM Project, 2010-2015), said an official notification.

The main objectives of the project are - building national capacity for implementation of comprehensive coastal management approach in the country, and (b) piloting the integrated coastal zone management approach in the states of Gujarat, Odisha and West Bengal.

 In this context the  ICZMP, State Project Management Unit has sought consultants to prepare a master plan for the development of ecotourism and community-based tourism, make project profile for tourism investment opportunities; but at the same time focus equally on conservation and wise use of natural resources, in compliance with environmental/ecological laws and regulations.

The national component of the project focuses on expanding the institutional capacity and knowledge base needed for integrated management of coastal zones.  Whereas, the state components include capacity building at the state level, preparation of integrated coastal zone management plans, and a range of complementary local pilot investments.

The ICZM Project in Odisha is implemented by the State Project Management Unit (SPMU) under the Department of Environment, Government of Odisha in close collaboration with a number of line departments (called PEAs for the ICZM Project) in the Government of Odisha.

For this assignment, other than the SPMU, the important stakeholders are the Chilika Development Department (CDA), the Odisha Tourism Development Corporation (OTDC) and the Tourism Department, the Culture Department, Forest & Environment Department, OSDMA, MSME Department etc.

The Chilika Lake is one of the largest brackish water lakes of the world and is a Ramsar site. Chilika lagoon in a unique assemblage of marine, brackish and fresh water ecosystem with estuarine characters.

The state was badly affected by Cyclone Phailin on October-12 affecting the livelihoods of thousands of people in the state.  Ganjam was one of the worst affected areas in the cyclone.  (KNN/SD)
