Procurement in Jharkhand state outfits restricted to Tata-Birlas of world

Ranchi, Mar 3 (KNN)  While the Union Government has framed a procurement policy for the MSME sector, particularly for the PSUs, the Jharkhand Urja Vikash Nigam Ltd, a unit of the state government wants to reserve the procurement for the "Tata-Birlas" of the world.
 
Its offer for procurement of cement is open only to the traders and suppliers of the "leading manufacturers-  Tata, Birla, Lafarge, J K Cement and ACC for supply of ISI mark, port land cement".

Experts feel that it could even be a fit case for restricting competition by a large buyer and may attract provisions of the competition watch dog- Competition Commission of India.

Jharkhand Urja Vikash Nigam Ltd, Electric Supply Area wants to procure ISI mark Port Land Cement and in this context has invited bids. 

According to the Public Procurement Policy, all Central Government Ministries, Departments and Public Sector Undertakings shall procure minimum of 20 per cent of their annual value of goods or services from Micro and Small Enterprises. 
 
JSEB has been restructured into four different companies namely: Jharkhand Urja Vikas Nigam Ltd., Jharkhand Bijli Vitran Nigam Ltd., Jharkhand Urja Utpadan Nigam Ltd., Jharkhand Urja Sancharan Nigam Ltd. (KNN Bureau)
