Rajasthan Eases Compliance With Self-Certification Norms For Power Installations

Jaipur, Apr 24 (KNN) The Rajasthan government has notified new norms permitting self-certification of certain electrical installations, in a move aimed at simplifying compliance while maintaining safety standards.
 
The notification, issued under the Central Electricity Authority (Measures Relating to Safety and Electric Supply) Regulations, 2023, allows installations connected at voltage levels up to 33 kV to be either self-certified by the owner, supplier or consumer, or certified by an electrical inspector through a departmental portal.
 
Mandatory inspection for high-voltage systems
Electrical installations operating above 33 kV will continue to require certification by an electrical inspector, ensuring stricter oversight for higher-risk infrastructure.
 
The government has mandated compulsory inspection by an electrical inspector for multi-storey buildings above 15 metres in height; underground electrical installations (first basement); public places such as cinema halls, hospitals, theatres, hotels, religious sites, educational institutions and malls; and locations involving VIP visits.
 
Electricity suppliers will energise installations only after receiving either self-certification or inspector certification via the designated portal, depending on the applicable category.
 
Streamlining compliance with safety intact
The move is expected to ease procedural delays for low-voltage consumers while ensuring that critical and high-risk installations remain under strict regulatory scrutiny.
 
Officials clarified that all other provisions under the CEA safety regulations and subsequent amendments will continue to apply, maintaining overall system safety and reliability.
